国际旅客通关指南

本指南仅供参考，以帮助您通过国际机场、海港、火车站或汽车站进出中国时办理海关手续。  
           
一般规定             
根据《中华人民共和国海关法》，进出境旅客应当在海关设立地进出境。旅客应当接受海关监管，如实向海关申报。
所有出入境旅客，除依照规定免予检查或者管制的旅客和未满16周岁的成人旅客外，填写《中国海关出境旅客行李申报单》或《中国海关入境旅客行李申报单》（以下简称《申报单》），如实向海关申报。             
无需申报的进出境旅客应选择“无需申报通道”（绿色通道）。入境旅客携带的个人物品，在海关规定的限额内免征关税，出境旅客携带的个人物品放行。

携带申报物品的进出境旅客，应当选择“货物申报通道”（红色通道）。             
经海关审核认可的《申报单》应当妥善保管，必要时应当在返还时重新报送海关。            
  海关在行李上加盖的封条，未经海关事先许可，不得开启或者撕开。             
旅客如对上述指示不清楚，应向海关人员了解详情或选择“货物申报通道”（红色通道）。             
海关放行标准和程序     
        
注意：国际旅客携带的进出境行李物品、个人物品仅限于个人使用，并应进行合理的数量控制。             
注意：携带下列物品的入境旅客应选择“申报货物”（红色通道）。

1 中国居民携带的境外个人物品，价值人民币5000元以上。 超过海关规定限额的部分或者数额（以个人合理使用为准），依法征税。
2 非中国居民携带的个人物品，价值人民币2000元以上，拟留在境内的。
3 1500ml及以上含酒精饮料（含酒精12%及以上）；香烟400支以上；100支或以上雪茄；500克或以上烟草。
4 2万元及以上现金，或其他等值于5000美元及以上的外币现金。 有关事项将按现行规定处理。
携带价值5000美元以上现钞的外币旅客，今后携带外币出境的，应当填写两份申报表。报关单经海关签注后，一份交回旅客出境时使用。
5 动植物、动植物制品、微生物、生物制品、人体组织、血液及血液制品。 有关事项将按现行规定处理。
6 无线电发射器，无线电接收器，通信安全设备。
7 中华人民共和国法律规定禁止或者限制携带的其他物品。
8 有商业价值的商品、样品、广告。
9 无人陪伴行李。

注意：携带下列物品的出境旅客应选择“申报货物”（红色通道）。

7 有商业价值的商品、样品、广告。

-禁止和限制物品             
注意：请不要将这些物品带进或带出中国，否则您将承担违法及以下后果的责任。             
您携带上述物品未向海关申报的，将受到处罚。        
     
禁止进口物品：
1. 武器、仿制武器、弹药和各种爆炸物。              
2. 伪造货币和伪造有价证券。             
3. 印刷品、电影、照片、唱片、电影胶片、录音录像带、光盘（影音）、计算机存储介质和其他损害中国政治、经济、文化、道德利益的物品。             
4.各种致命的毒药。             
5. 鸦片、吗啡、海洛因、大麻等成瘾性毒品和精神药物。             
6. 水果、茄科蔬菜、活动物（宠物猫狗除外）、动物产品、动植物病原微生物、病虫害及其他有害生物、动物尸体、土壤、转基因生物、有关动植物，从动植物疫病流行的国家或者地区检疫的产品和其他物品。             
7. 来自疫区或者对人畜有害或者可能传播疾病的食品、药品等物品。

禁止出口物品：             
1. 所有列为禁止进口物品的物品。             
2. 手稿、印刷品、电影、照片、唱片、电影胶片、录音录像带、光盘（影音）、计算机存储介质和其他涉及国家秘密的物品。             
3.珍贵文物和其他禁止出口的文物。             
4.珍稀濒危动植物（包括标本）、种子和繁殖材料。

-外汇管制             
注意：旅客不遵守外汇管理规定，将被处以罚款，甚至没收其货币。             
外汇： 对进口的外币、旅行支票或信用证没有数量限制。             
但是，进境旅客携带现金价值超过5000美元的外币的，应当如实向海关申报。旅客离境时，海关凭最后一次进境申报放行。             
无上一次现金外币申报记录，或者申报金额低于本次载客金额的，海关凭外汇局或者其授权银行出具的证明予以放行。             
人民币             
人民币进出口限额为2万元。禁止超出部分。

Welcome to China!This guide is provided on an informational basis to assist you in going through the Customs formalities when you enter or leave China through international airports, seaports, train or bus stations.


GENERAL PROVISIONS

  • In accordance with “Customs Law of the People’s Republic of China”, inward and outward passengers shall enter or leave the territory at the place where the Customs is established. Passengers shall be subject to Customs control, and shall declare honestly to the Customs.
  • All inward and outward passengers entering or leaving China, except those who are exempted from examination or control in accordance with relevant regulations and those under the age of 16 traveling with adults, shall complete  or  (hereinafter referred to as ) and declare truthfully to the Customs.
  • The inward and outward passengers who have nothing to declare shall choose the “Nothing to Declare Channel” (GREEN CHANNEL). Personal articles, carried by inward passengers, within the limitation set by the Customs, are exempted from duty, and personal articles carried by outward passengers shall be released.
  • The inward and outward passengers carrying articles to declare shall choose the “Goods to Declare Channel” (RED CHANNEL).
  • The  verified and endorsed by the Customs shall be kept properly, and shall be re-submitted to the Customs at the time of return if necessary.
  • Seals affixed by the Customs on the baggage shall not be opened or broken without Customs prior authorization.
  • Passengers who are not certain about the above instructions shall ask the Customs officers for details or choose the “Goods to Declare Channel” (RED CHANNEL).
CUSTOMS RELEASE CRITERIA AND PROCEDURES

CAUTION: Inward or outward baggage effects, personal articles carried by international passengers shall be limited to the PERSONAL USE only and subject to REASONABLE QUANTITY control.

CAUTION: Inward passengers with the articles listed below SHALL choose “GOODS TO DECLARE” (RED CHANNEL).

  Items Customs Control
1 Personal articles from overseas, valued at RMB5,000 or above, carried by Chinese residents. The exceeding part or amount (subject to reasonable personal use) above the limitation set by the Customs shall be levied duty upon.
2 Personal articles intended to remain in the territory, valued at RMB2,000 or above, carried by non-Chinese residents.
3 1,500ml or above of alcoholic drinks (containing 12% or above alcoholic content); 400 sticks or above of cigarettes; 100 sticks or above of cigars; 500g or above of tobacco.
4 RMB20,000 cash or above, or any other foreign currencies in cash equivalent to US$5,000 or above. Items will be dealt with according to the current regulations.Passengers carrying foreign currencies in cash worth more than US$5,000 and intending to take the currencies out of China in the future shall fill out two declaration forms. After being endorsed by the Customs, one copy of the declaration forms will be returned to the passengers for future use at the time when leaving China.
5 Animals and plants, animal and plant products, microbes, biological products, human tissues, blood and blood products. Items will be dealt with according to the current regulations.
6 Radio transmitters, radio receivers, communication security equipments.
7 Other articles which are prohibited or restricted from being brought into the territory in accordance with the law of the People’s Republic of China.
8 Goods of commercial value, samples, advertisements.
9 Unaccompanied baggage.
CAUTION: Outward passengers with the articles listed below SHALL choose “GOODS TO DECLARE” (RED CHANNEL).

  Items Customs Control
1 Camera, video camera, laptop computer or other trip necessities valued each at over RMB5,000, and intended to be brought back at the end of the trip. Passengers shall fill out two declaration forms. After being endorsed by the Customs, one copy of the declaration forms will be returned to the passengers for use at the time when re-entering China.
2 RMB20,000 cash or above, or any other foreign currencies in cash equivalent to US$5,000 or above. Items will be dealt with according to the current regulations.
3 Gold, silver and other precious metals.
4 Cultural relics, endangered animals or plants and products thereof, biology species resources.
5 Radio transmitters, radio receivers, communication security equipments.
6 Other articles which are prohibited or restricted from being brought out of the territory in accordance with the law of the People’s Republic of China.
7 Goods of commercial value, samples, advertisements.
TIPS! The onsite clearance flow for the inward and outward passengers:
  • Obtain the declaration form
  • Read the instruction on the reverse side carefully.
  • Fill out the declaration form
  • Choose the Customs declaration channel
  • Submit the declaration form
  • Conduct the Customs formalities.
OTHER USEFUL INFORMATION
- PROHIBITED AND RESTRICTED ARTICLES
CAUTION: Please don’t bring such articles into or out of China, or you are liable for the violation of the law and the following consequences.
Your are subject to punishment if you fail to declare to the Customs when carrying the articles listed above.

  • Articles Prohibited from Importation：
  • Arms, imitation arms, ammunition and explosives of all kinds.
  • Counterfeit currencies and counterfeit negotiable securities.
  • Printed matter, films, photographs, gramophone records, cinematographic films, loaded recording tapes and video tapes, compact discs ( video and audio ), storage media for computers and other articles which are detrimental to the political, economic, cultural and moral interests of China.
  • Deadly poison of all kinds.
  • Opium, morphine, heroin, marihuana and other addictive drugs and psychotropic substances.
  • Fruits, solanaceae vegetables, live animals (except dogs and cats as pet), animal products, pathogenic micro-organisms of animals and plants, pests and other harmful organisms, animal carcasses, soil, genetically modified organisms, relevant animals and plants, their products and other objects subject to quarantine from countries or regions with prevalent epidemic animal or plant diseases.
  • Foodstuff, medicine and other articles coming from epidemic stricken area or harmful to man and livestock or those which might spread disease.
  • Articles Prohibited from Exportation：
  • All articles enumerated as articles prohibited from Importation.
  • Manuscripts, printed matter, films, photographs, gramophone records, cinematographic films, loaded recording tapes and video-tapes, compact discs ( video and audio ), storage media for computers and other articles which involve state secrets.
  • Valuable cultural relics and other relics prohibited from Exportation.
  • Endangered and precious rare animals and plants (including their specimens), their seeds and reproducing materials.


- EXCHANGE CONTROL

CAUTION: Passengers fail to observe the exchange regulation are subject to the administrative penalty fine or even get their currencies confiscated.

  • Foreign exchange:
There are no quantitative restrictions imposed on the foreign currencies, traveler’s checks, or letters of credit brought in.
However, inward passengers shall accurately declare to the Customs if carrying foreign currencies in cash worth more than 5,000 U.S. dollars. The Customs shall release it on passengers' departure upon the declaration made at the last entry.
Without last time declaration record of foreign currencies in cash, or if the recorded amount is less than what the passengers carry this time, the Customs shall release the discrepancies upon certificate issued by the Foreign Exchange Bureau or its authorized banks.
  • RMB
The limit of RMB allowed to bring in or take out is 20,000 yuan. The exceeding part is prohibited.
