1.集装箱发放和交接的依据。集装箱的发放和交接，应依据《进口提货单》、《出口订舱单》、《场站收据》以及这些文件内列明的集装箱交付条款，实行《集装箱设备交接单》制度。从事集装 箱业务的单位必须凭集装箱代理人签发的《集装箱设备交接单》办理集装箱的提箱（发箱）、交箱（还箱）、进场（港）、出场（港）等手续。
2.交接责任的划分。
(1)船方与港方交接以船边为界。
(2)港方与货方（或其代理人）、内陆（公路）承运人交接以港方检查桥为界。
(3)堆尝中转站与货方（或其代理人）、内陆（公路）承运人交接以堆尝中转站道口为界。
(4)港方、堆场中转站与内陆（铁路、水路）承运人交接以车皮、船边为界。
3.进口重箱提箱出场的交接。 进口重箱提离港区、堆尝中转站时，货方（或其代理人）、内陆（水路、公路、铁路）承运人应持海关放行的《进口提货单》到集装箱代理人指定的现场办理处办理集装箱发放手续。
集装箱代理人依据《进口提货单》、集装箱交付条款和集装箱运输经营人有关集装箱及其设备使用和租用的规定，向货方（或其代理人）、内陆承运人签发 《出场集装箱设备交接单》和《进场集装箱设备交接单》。货方、内陆承运人凭《出场集装箱设备交接单》到指定地点提取重箱，并办理出场集装箱设备交接；凭 《进场集装箱设备交接单》将拆空后的集装箱及时交到集装箱代理人指定的地点，并办理进场集装箱设备交接。
4.出口重箱交箱（收箱）、进场的交接。 出口货箱进入港区，货方、内陆承运人凭《集装箱出口装箱单》或《场站收据》、《进场集装箱设备交接单》到指定的港区交付重箱，并办理进场集装箱设备交接。 指定的港区依据《出口集装箱预配清单》、《进场集装箱设备交接单》、《场站收据》收取重箱，并办理进场集装箱设备交接。
5.空箱的发放和交接。 空箱提离港区、堆尝中转站时，提箱人（货方或其代理、内陆承运人）应向集装箱代理人提出书面申请。集装箱代理人依据《出口订舱单》、《场站收据》或《出口 集装箱预配清单》向提箱人签发《出场集装箱设备交接单》或《进场集装箱设备交接单》。提箱人凭《出场集装箱交接单》到指定地点提取空箱，办理出场集装箱设 备交接，凭《进场集装箱设备交接单》到指定地点交付集装箱，并办理进场集装箱设备交接。
6.收、发箱地点应履行的手续。 指定的收、发箱地点，凭集装箱代理人签发的《集装箱设备交接单》受理集装箱的收、发手续。凭《出场集装箱设备交接单》发放集装箱，并办理出场集装箱设备交接手续；凭《进场集装箱设备交接单》收取集装箱，并办理设备交接。
1. Basis of container distribution and handover. The issuance and handover of containers shall be carried out in accordance with the "import bill of lading", "export booking list", "station receipt" and the container delivery terms listed in these documents. The unit engaged in container business must handle the procedures of container lifting (delivery), delivery (return), entry (port), exit (port) and so on with the container equipment handover form issued by the container agent.
2. Division of handover responsibilities.
(1) The boundary between the ship side and the port side is the ship side.
(2) The handover between the port side and the cargo side (or its agent) and the inland (highway) carrier shall be bounded by the inspection bridge of the port side.
(3) The crossing between the terminal and the cargo (or its agent) and inland (highway) carrier shall be defined as the crossing of the terminal.
(4) The handover between the port, yard transfer station and inland (railway, waterway) carrier is bounded by the wagon and ship side.
3. Delivery of imported heavy boxes and suitcases. When the import heavy containers are lifted out of the port area and the stacking and tasting transfer station, the cargo side (or its agent) and the inland (waterway, highway, railway) carrier shall go to the site designated by the container agent to handle the container distribution formalities with the import bill of lading released by the customs.
The container agent shall, in accordance with the import bill of lading, the delivery terms of the container and the provisions of the container transport operator on the use and lease of the container and its equipment, issue to the cargo (or its agent) and the inland carrier the delivery list of the outbound container equipment and the delivery list of the inbound packing equipment. The cargo side and inland carrier shall pick up the heavy containers at the designated place and handle the equipment handover of the exit containers by virtue of the equipment handover sheet of the exit containers; the empty containers shall be delivered to the designated place of the container agent in time by virtue of the equipment handover sheet of the entry containers and handle the equipment handover of the entry containers.
4. Delivery (receiving) of export heavy containers and handover to the site. When the export containers enter the port area, the cargo side and the inland carrier shall deliver the heavy containers to the designated port area with the container export packing list, the receipt of the station and the equipment handover list of the entry containers, and handle the equipment handover of the entry containers. The designated port area shall collect the heavy containers according to the list of export container pre allocation, the equipment handover sheet of entry containers and the receipt of the station, and handle the equipment handover of entry containers.
5. Distribution and handover of empty containers. When empty containers are lifted out of the port area or the stacking and tasting transfer station, the carrier (cargo party or its agent, inland carrier) shall submit a written application to the container agent. The container agent shall issue the outbound container equipment handover sheet or inbound container equipment handover sheet to the container carrier according to the export booking sheet, station receipt or export container pre allocation list. The carrier shall pick up the empty containers at the designated place with the delivery form of outbound containers, handle the delivery of outbound container equipment, deliver the containers at the designated place with the delivery form of inbound container equipment, and handle the delivery of inbound container equipment.
6. Procedures to be performed at the place of receipt and delivery. The designated place of receiving and sending containers shall accept the procedures of receiving and sending containers by presenting the container equipment handover form issued by the container agent. The containers shall be issued according to the delivery list of outbound container equipment, and the delivery procedures of outbound container equipment shall be handled; the containers shall be collected according to the delivery list of inbound container equipment, and the delivery of equipment shall be handled.
